The suspect, whose name is being withheld pending formal charges, was described by Jasper Police officials as a 20-something, Hispanic male. Robertson said small changes were made to the architectural and engineering services and project management services contracts. “We had some communication issues that we needed to fine tune,” Robertson said. Both contracts specify the owners as the Jasper City Board of Education and the City of Jasper. In all project communication, the contracts state Superintendent Robert Sparkman is the BOE’s representative and Mayor Sonny Posey is the city’s representative.
